I. Introduction
Yori has this day sent out NEI 2 defining an Enhanced Text Format (ETF) which is to be used for all future NEIs.

I applaud the work he has done in establishing our very own way to display text. I do have my reservations, not with ETF itself, but with making it mandatory. I don't believe it should be mandatory.

Would this be an appropriate compromise?

II. Offer in Compromise
1. A NEI may be written either in plaintext or as formatted text.

2. If a NEI is written in formatted text, it must be marked up in ETF.
