Id say that it was never my intent to disallow plain text for NEI(s). I was thinking we should add a second format for richer text, but I was unhappy with just picking an existing formats.

>2. If a NEI is written in formatted text, it must be marked up in ETF.
That's the goal!

## Clarifications and additions
I want to note that ETF, is not just intended to server as a format for NEI(s) but also a general purpose enhanced text format for (optional) use in future protocols, tools, software and etc...
One idea I had after posting nei002 while working on the extended IRC for "Yori Chat" is allowing a version of ETF for formatting messages, it would help make it feel like more modern chats. (Matrix & RocketChat allow markdown)
